The Transposition of Energy Communities into Swedish Regulations: Overview and Critique of Emerging Regulations

One organizational innovation introduced by the clean energy for all Europeans package (CEP) is that of community (EC), including renewable (REC) and citizen (CEC). The translation related directives into national legislation underway in Sweden, Swedish Energy Market Inspectorate (Ei) has proposed a new law on ECs, which been sent consultation. This article analyzes Ei proposal responses from 27 referral bodies commenting EC regulations. Positive aspects were it would be ECs easy to start run an EC. Critics concerned was too vague, relationship between existing cooperatives not clear, both CEC REC are used instead only using one term, there lack suggestions supportive measures will have less favorable conditions than other micro-producers electricity, barrier analysis visions future finally, situation marginalized households dealt with proposal.
